The counter blocks are 1 reporter block and 2 (4 in PenguinMod) stack blocks located in control. It is for the sprite only and can be used in scripts as a counter variable for counting lists or other things. To get the blocks, add the "Controls Expansion" extension.

The code for these blocks is available in Scratch, besides the set counter to () block and decrement counter, originally being located in Experimental Blocks, now located in Control, although hidden.

Workaround

These blocks can be worked around by using variables along with the ‘change [v] by ()’ and ‘set [v] to ()’ blocks.
