Description	Blocks for reading and creating files.

Files is a custom extension that was originally included in TurboWarp. The extension allows for users to upload files from their computer and have the project use them in some way. A lot of the blocks use Data URL or Array Buffer as ways of storing files. It replaced the original extension from PenguinMod.
